An unknown man, codenamed Falco, is a main character featured in AI: THE SOMNIUM FILES.
He was a detective that worked for the Tokyo MPD, and an assassin affiliated with the Kumakura Family. Officially, the assassin Falco was arrested for the various crimes, stricken off the MPD's record, and given the title "Inmate #89."
As a detective, Falco stands tall at around 181 cm (when compared to Iris Sagan's canon height), has black, straight hair with spiky ends, and grey eyes. His face holds creases around his maxilla bones, which become more defined with various facial expressions. His attire consists of a red button-up shirt with vertical white stripes, which he leaves unbuttoned around his chest and untucked, a black blazer worn on top, which remains open, and black pants. He uses a small black handgun as his weapon of choice.

The man, referred to as simply "F," grew up in an abusive orphanage, where the trauma gave him a vindictiveness against the “evils of the world,” seeking to pass justice on acts of crime and violence. F joined the Metropolitan Police Department and became a detective within Investigation HQ. One day, he pursued a criminal to the Harbor Warehouse District, a man wanted for the assault and murder of multiple women, whom F shot repeatedly. This action became a turning point for F, and he decided he wanted to dispense justice to criminals with his own hands. He continued killing criminals he deemed unjust, all while covering them up and continuing his detective work, and was known to have racked up at least 17 more victims.
After F had killed an executive of the Kumakura Family, their chairman at the time, Rohan Kumakura, ordered some of his men to kidnap him. While restrained, Rohan told F he was impressed by his clean track record and offered him a position as an assassin for the Kumakuras, while making it clear that refusal would result in death. With no other option, F accepted, and became the assassin known as "Falco."
In 2013, Falco missed his mark against a target, who retaliated by shooting back. He escaped and collapsed at the Ikume Shrine, where a woman noticed his wound and approached him. Falco heard the footsteps of the men chasing him, so he grabbed her and kissed her to keep quiet. He let her go as soon as the men left the area and told her not to call an ambulance. From then on, two began meeting in secret, becoming closer together.
Falco eventually approached Rohan to leave his position as an assassin and go clean. Rohan assigned him one final job before he could leave: to kill the woman and her young daughter. Sometime later, Falco was apprehended by the police inside the woman's residence, who was bleeding out from a gunshot wound. Falco was tried and found guilty of multiple counts of murder, and for the attempted murder on the woman. He was taken to Fuchu Prison and was given the designation of Inmate #89.

Falco's true identity is revealed to be Kaname Date, originally named Hayato Yagyu. In 2013, Yagyu attempted to save Hitomi Sagan from the Kumakura Family by using the Psync Machine to swap bodies with Rohan Kumakura, but Rohan, within Yagyu's body, attempted to kill Hitomi in her own home. This version of Falco was the one arrested and sent to prison, making Falco and #89 two separate individuals (Kaname Date and Rohan Kumakura, respectively).
